I am a little confused about the meaning of this passage. As for those who persist in disbelief, it is the same whether you warn them or not—they will never believe. Is this stating that some people are essentially doomed to a life of sin with no ability to repent, or in Islam, does man have free will to either follow or abandon Allah's teachings?
