can I do Tawba/Repentence prayer if i am not forgiven or if i cannot reach the other person whom I have done harm too?

I've heard that allah cant forgive me if i hurt another person. Does this mean that i cant do a repentance or a Tawba namaz without specifically speaking to every individual involved and that ive hurt? What if i cant contact them? or what if bringing it up makes things much worse?

I wanted to do a Tawba namaz to Allah to express how guilty I am and how much I regret my past actions but it says in the list that i need to approach the person but I cannot as things would be much worse so does this mean that i cant do this now and even if i do this that allah wont accept it?
