I am thinking of the Gulf states, but countries such as Algeria, Tunisia, Marocco, would just do. Otherwise a bit further east, Afghanistan or Pakistan. That wouldn't be a trade, nothing in return, just a gesture of good-will from brotherhood Nations..
That would be an ideal solution for France really, we would get rid of a small fraction of our population, these mostly well-educated families would leave voluntarily to embrace new places they could call home, where they would live fully their devotees' life.
No more blasphemous school programs, no argumentative rhetorical content, no satire nor silly drawings of the Prophet, no misbelievers to mingle with.
