There is a hadith like this:

“It is not lawful for a Muslim to desert (stop talking to) his brother beyond three nights, the one turning one way and the other turning to the other way when they meet, the better of the two is one who is the first to greet the other.” [Bukhari]

Suppose a Muslim commits a sin (such as backbiting but it can be any major sin) against you, say he is proud of it and refuses to apologize. Do you still have to say salam to them?

Does this hadith apply to non-Muslims to any extent? I had a situation like this happen to me with a non-Muslim but I am curious what the correct answer is for both cases (Muslim or non-Muslim).
