The status of non-muslim citizens is one of the "big" questions in Islam and Islamism, and something i'm personally fascinated with.
I'm somewhat familiar with Ghannouchi and his ideas. As much as i admire him, his work appears to be mostly in Arabic. Know of Qardawi. AFAIK Ghannouchi is somewhat on the "left" side of the Islamist debate on Dhimma, while Qardawi is somewhat on the "right", so to speak.
Was wondering if there's any comprehensive books or literature on the dhimma contract and Itjihad - ie how Dhimma would manifest in the modern age, under a "modern caliphate". The more merrier.
