I've seen non-Muslims make it a basis for saying "Islam allows discrimination". How would you rebuttal this?

When I first read this I was like "What do you think we do to the ones without Taqwah? Put them in jail?"

Does Taqwah affect one's Huqooq-ul-Ibad?
