I joined a small group at a masjid for asr (supposedly; after the imam gave iqamah), however they performed two rakat and left immediately afterward. I prayed tahiyat al'masjid while they were seemingly in congregation prior (most likely asr in hindsight).
To my understanding, it is forbidden to give iqamah for non-obligatory salah. What could they have been praying? I'm confused by the whole situation.
