Does Allah forgive oppressors

​

Does allah forgive those oppressors who lie and make peoples lives hell for years or those abusers that rape or sexually assault?

ive heard some people say that they need to repent and if they genuinely repent they can be forgiven and on the day of judgement allah will help them be forgiven

but ive read elsewhere that they need to ask those people for forgiveness before allah can forgive them.

I've also read that oppression is worse than murder so can it not be forgiven then?

I've also read that allah hates certain types of people so even if someone repents does allah forgive them?

If so is that all it takes? im not saying it sounds easy but surely everyone feels guilt after any major sins they commit?
