How do the 4 madhabs define fitnah in regards to the niqab

Salam, reading up the opinions on the madhabs, it seems clear that niqab is not fardh, but in times of fitnah it becomes wajib.

So how do they define fitnah here? Because depending on how they do, it would appear that maybe Muslimahs are not following the proper teachings of whatever madhab they follow.

Does fitnah mean places like India or Egypt where girls get sexually assaulted and raped? Or does fitnah mean men will stare at her regardless of her only wearing a hijab and not a niqab.

But I do understand that even if there is fitnah (whatever that is defined as) there is difference of opinion if women are required to wear niqab. This is just for my knowledge which is why im asking the question.
