I was watching a lecture and the scholar mentioned that there is no such thing as dar-ul-islam because historically, that meant a place where muslims can go and live in peace but there is no such place today because any muslims cannot just up and move to saudi or any other muslim country. The citizenship is locked up so there is no way that is possible.
