I know that this verse

إِنَّمَا ٱلصَّدَقَٰتُ لِلْفُقَرَآءِ وَٱلْمَسَٰكِينِ وَٱلْعَٰمِلِينَ عَلَيْهَا وَٱلْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِى ٱلرِّقَابِ وَٱلْغَٰرِمِينَ وَفِى سَبِيلِ ٱللَّهِ وَٱبْنِ ٱلسَّبِيلِ ۖ فَرِيضَةً مِّنَ ٱللَّهِ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ

is frequently cited as the verse that specifies the 8 intended recipients for Zakat. But the verse explicitly mentions Sadaqat (ٱلصَّدَقَٰتُ), not Zakat. So my questions are:

1) Are the recipients of Zakat the same as Sadaqat?

2) Are there other verses in the Quran or Hadiths that specify the recipients of Zakat?

3) If there aren't verses that specify the recipients for Zakat, could it be considered a wealth tax that is given to a proper islamic government?
