To my understanding, I thought it was haram to deal in interest. How is it that many Muslim people, corporations, and countries do so anyway? Is it a loophole or is it ignoring the laws completely

What sparked my interest was this article:

In October 2018, Saudi Arabia approved a loan of USD 6.2 billion to Pakistan for three years, includes USD 3 billion cash on 3.2 percent interest and USD 3.2 billion worth of annual oil and gas supply on deferred payments.

EDIT: I see similar questions have been asked before, I guess I want to know more the political side of things, from your perspective
