If the proposed European-Union style caliphate became a reality, would it include only Arab states or Muslim countries in general?

After the depressing failure of the Arab Spring (mostly, shoutout to Tunisia), one of the favorite solutions for Muslims to many of the problems facing Muslim countries is the establishment of a European-Union inspired caliphate with free trade and open borders. Would this caliphate only include Arab countries, or muslim countries in general (like Iran and Afghanistan)? If so, what would have to happen first?
