I'll start with this hadith

''I and Allah's Messenger (ﷺ) happened to pass by people near the date-palm trees. He (the Holy Prophet) said: What are these people doing? They said: They are grafting, i. e. they combine the male with the female (tree) and thus they yield more fruit. Thereupon Allah's Messenger (ﷺ) said: I do not find it to be of any use. The people were informed about it and they abandoned this practice. Allah's Messenger (ﷺ) (was later) on informed (that the yield had dwindled), whereupon he said: If there is any use of it, then they should do it, for it was just a personal opinion of mine, and do not go after my personal opinion; but when I say to you anything on behalf of Allah, then do accept it, for I do not attribute lie to Allah, the Exalted and Glorious.'' Sahih Muslim 2361

In this narration the Prophet (SAW) explicitly states that his personal opinion should not necessarily be followed, but only when he says something on behalf of Allah SWT.

For the average Muslim, the only way to differentiate would be when he (SAW) directly explains the Qur'an, explains religious acts and things that were told to him by Jibreel (AS). The rest could be considered his personal opinion as per his own words in this hadith.

Yet most scholars have the approach that any command from the Prophet (SAW) in any narration is taken as an obligation, if there's no indication otherwise. Even if we only hear it from one or two companions and is directly addressing them. If it was for the entire Ummah, wouldn't the ones who heard it immediately spread the word amongst all the Sahaba, like the verses of the Qur'an? Shouldn't it be taken as the Prophet's personal advise to them? There's others examples as well where the Prophet (SAW) appears to be commanding something, and only after being questioned he clarifies that it's just his advice. So shouldn't the default be that it is recommendation? even the people he was directly addressing weren't to take it as a command, so how about others?

Interestingly in this article in islamqa, https://islamqa.info/en/answers/135586/did-the-prophet-blessings-and-peace-of-allah-be-upon-him-issue-rulings-and-instructions-on-the-basis-of-his-own-opinion-ijtihad, they themselves admit that the verse ''“Nor does he speak from [his own] inclination. It is not but a revelation revealed” [an-Najm 53:3-4]'' is referring to the Qur'an only. yet in other places they use the same verse to say that everything the Prophet (SAW) says is a command.
