If any group were to try and create one the global response would think that they are the new ISIS and then probably try to ruin it.

It wouldn't be possible to peacefully make one either, because no Arabic leader would just give up their power to make one.

Also the scholars wouldn't be able to agree to choose a Caliph either. There are so many with different ideas on how to interpret Islam that there would be no unanimous decision.

So would it be possible?
