The rape+murder of children by adult men in this world.......what kind of test is that by Allah?

Just days ago, a disturbing crime happened in my country in which a seven years old girl was raped and murdered by two adult men while she was returning from a madrassa for Quranic education. https://arynews.tv/en/servant-involved-nowshera-girl-hooznoor-rape-and-murder/

This is not just one case. Rapes of children occur on daily basis in Pakistan and elsewhere in the world. Its bugging me for a while. What kind of test is this?. The girl was returning after getting education in Quran and was raped to death in broad-day light?. Islam says women need to do hijab so that they dont tempt men on street and some thing like rape does not happen. But the seven years old girl is not supposed to tempt men and she is not obliged to wear hijab yet men are raping girls of such age?
