Whoever says Allah's attributes have temporality is a kafir because the person is attributing change to Allah The Most High, while change is only an attribute of creation. Allah, alongside his essence, is pre-eternal. He is as He always was.
Imam At-Tahawi, who is one of the authorities of the salaf, said in his Aqeedah At-Tahawiyyah, which has been studied by muslims for over a thousand years:
"He was always The Lord even when there was nothing to be Lord of, and always The Creator even when creation did not yet exist.
Although He is attributed with being “The Resurrector”, (because the dead will be resurrected), yet He, Exalted is He, had that attribute before resurrecting anything. Similarly, He had the attribute “The Creator” before He actually created anything."
