Many countries don't allow people with a dual citizenship to hold positions in the govt. Doesn't it mean that when a legitimate Islamic Caliphate will be created, Muslims won't be able to have govt jobs in any non-Islamic country; as the whole Ummah would be pledging allegiance to the Caliphate?

Since technically all Muslims all over the world would also be the citizens of the Caliphate, won't it be a conflict of interests for them to serve both the Islamic Caliphate and the nation they live in?
