Many commentators/translations have drawn similitude to the above verse to a shepherd shouting at a flock of sheep or cattle; predisposing some to arrive at the conclusion of 2:171 referring to disbelievers as animals, cows, cattle, or sheep. This is false. 2:171 simply refers to "them" as an entity that hears nothing but unintelligible noise.
Points to consider: * You're wasting time if attempting to reason with someone who already had made up their mind to disbelief. * Their sense of reasons / understanding are sealed up, as a result and consequence of their willful resentment and rejection of God's mercy and bounty. There's simply no greater crime.
Note that God refers to Himself as the One who seals their hearing, eyesight, and reason (predisposing some to blaming God for their current willful condition); however, this is mere poetic as nothing occurs in existence without God willing it.
God simply allows their hearts, their minds, and their reason to be sealed up as penance for ultimately, being ungrateful.
