Islamic Clergy

So, I am a Catholic, and in Roman Catholicism, we have structures, hierarchy and clergy. Pope is the leader, Bishops oversee the priests and so on. I thought Islam was like this too, but I discovered that Muslims do not have such unified systems. There is no top Muslim cleric, no ordination, sacraments, hierarchy, dioceses. I discovered that there are scholars, but they can disagree on a lot of things and there is no top Imam etc.

Is this correct? Am I missing something about Islamic hierarchy?
